Run a Neph Rift that you can clear in less than 10 minutes and farm DB, GR keys and other mats. You're guaranteed to get a legendary scythe that way and thus your chances of getting the scythe you want are much higher. Instead, you should hang onto yellow scythes that drop and upgrade them to legendaries in the cube. You could buy 1 handed weapons from kadala, but that could give you ANY 1h weapon. Let's say you're a necro and you need a certain scythe for your build. You should start by trying to get the things that are more specific to your class. All three options are about as likely to happen. Let's say you need a Tasker and Theo gloves well there's a ton of gloves out there so you can keep buying gloves with blood shards from Kadala, keep upgrading rare gloves in the cube for 25 DBs a pop, or just hope that one drops.
So how do you get them? Well a lot of things, you're just at the mercy of RNG. Those items are what you need to focus on. If you don't want to look up a build online, look at the profile of someone on the class leaderboard and see what he's wearing. Start by looking up a build based on your set (I'm guessing you're seasonal so you should have a 6 piece set). You don't want to extract a whole lot of powers right away because you'll keep running out of Death Breath (DB) for a bunch of powers you may never use.
Anything I get wrong, you veterans please correct me. This is my first season where I'm trying to actually gear up so I'll talk about some things I've learned.
